Graham has spent the last 32 years with the Oregon Employment Department\, almost exclusively with the Workforce and Economic Research Division.  For the past 16 years\, he's served as Administrator of that Division\, which has gained national recognition from the U.S. Departments of Labor & Commerce and the National Association of State Workforce Agencies.   Graham has held leadership roles in the national and Oregon employment statistics systems\, including serving as co-chair of the Current Employment Statistics Policy Council and the Workforce Information Council.  He has received numerous state and national awards for his contributions to economic\, workforce\, and career information\, including the Secretary's Exceptional Achievement Award from the U.S. Department of Labor and the Eminent Achievement Award for State Employees from the Bureau of Labor Statistics.
